IFRS untuk UKM di Swiss dan SAK ETAP di Indonesia

PENDAHULUAN

A.LATAR BELAKANG
IFRS untuk entitas kecil dan menengah (UKM) dimaksudkan untuk mengaplikasikan tujuan umum laporan keuangan entitas yang tidak dimemiliki akuntabilitas public atau yang sering kita sebut dengan Entitas Tanpa Akuntan Publik (ETAP). Di beberapa Negara, yang entitas tidak memiliki akuntabilitas public disarankan untuk memiliki keseragaman pelaporan, termasuk perusahaan perorangan dan entitas yang tidak mempublikasikan akuntabilitasnya.
Standar pelaporan keuangan global diaplikasikan secara konsisten, akan meningkatkan keterbandingan informasi keuangan. Perbedaan pelaporan dapat mengaburkan perbandingan yang digunakan oleh investor, penyandang dana dan pengguna lainnya. Syarat penyajian informasi keuangan yang bermanfaat (relevan, reliable,keterbandingan,dll) standar pelaporan keuangan global yang berkualitas meningkatkan efisiensi dari alokasi dan pengunaan modal. Keuntungannya tidak hanya bagi kreditor atau pemilik modal tapi juga menguntungkan bagi entitas yang membutuhkan modal karena akan mengurangi pengeluaran mereka dan mengalihkan resiko tidak pasti yang berakibat pada biaya modal. Standar global juga meningkatkan konsistensi dalam kualitas audit dan memudahkan pendidikan dan pelatihan.
Kelebihan standar pelaporan keuangan global tidak terbatas pada entitas yang terdaftar di pasar modal. Dalam penilaian IASB, SMEs-dan bagi mereka yang menggunakan laporan keuangan-mendapatkan keuntungan dari pengaturan umum standar akuntansi. Laporan keuangan ETAP berbeda dari satu Negara dengan Negara lain dengan alasan :
1.Intitusi keuangan membuat pinjaman antar Negara beroperasi secara multinasional. Dalam tataran hukum yang luas sebagian besar SMEs termasuk yang paling kecil memiliki pinjaman bank. Pihak bank mengandalakan laporan keuangan untuk membuat keputusan kredit, dan menetapkan jangka waktu serta tingkat bunga.
2.Supplier ingin mengevaluasi kondisi keuangan pembeli di berbagai Negara sebelum mereka menjual barang atau jasa secara kredit.
3.Banyak SMEs yang memiliki pemasok luar negri dan menggunakan menggunakan laporan keuangan pemasok untuk menilai prospek dari kelangsungan hubungan bisnis jangka panjang.
4.Lembaga peyedia modal menyediakan modal untuk SMEs di setiap Negara.
5.Banyak SMEs yang memiliki investor luar negri yang tidak terlibat dengan entitas manajemen setiap harinya.

B.RUMUSAN MASALAH
Berdasarkan arrtikel “Accounting Advisory New, Switzerland” yang diterbitkan 09 September 2009, maka dapat mengambil beberapa poin rumusan masalah, yaitu :
1.Apakah pengukuran dengan metode current market value akan mempengaruhi besarnya pajak ?
2.Apakah penggunaan IFRS lebih praktis dibandingkan dengan SAK ETAP bagi UKM ?



















BAB II
TELAAH PUSTAKA

A.Small and Medium Entyties atau Usaha Kecil Menengah
Small and Medium Entyties menurut IFRS for SMEs adalah :
a.perusahaan kecil dan menengah adalah perusahaan yang tidak memiliki akuntabilitas publik, dan
b.menerbitkan laporan keuangan tujuan umum untuk pengguna eksternal. Contoh
pengguna eksternal termasuk pemilik yang tidak terlibat dalam pengelolaan
bisnis, dan potensi yang ada kreditur, dan lembaga pemeringkat kredit.
Sebuah entitas memiliki akuntabilitas publik jika:
(a)utang atau instrumen ekuitas yang diperdagangkan di pasar umum atau dalam proses menerbitkan instrumen tersebut untuk diperdagangkan di pasar umum (Bursa efek dalam negeri atau asing atau pasar over-the-counter, termasuk pasar lokal dan regional), atau
(b) memegang aset dalam kapasitas fidusia bagi sekelompok orang luar yang luas sebagai salah satu bisnis utama. Hal ini biasanya terjadi bagi bank, serikat kredit perusahaan asuransi, broker sekuritas / dealer, reksa dana dan
bank investasi
Beberapa perusahaan juga dapat memegang aset dalam fiduciary untuk grup luas orang luar karena mereka memegang dan mengelola sumber daya keuangan yang dipercayakan kepada mereka oleh klien, pelanggan atau anggota tidak terlibat dalam manajemen entitas. Namun, jika mereka melakukannya untuk alasan yang terkait dengan bisnis utama (seperti, Misalnya, mungkin kasus untuk perjalanan atau agen real estat, sekolah, amal organisasi, perusahaan koperasi yang membutuhkan deposit keanggotaan nominal, dan penjual yang menerima pembayaran sebelum pengiriman barang atau jasa seperti perusahaan utilitas), yang tidak membuat mereka publik akuntabel.
Jika sebuah entitas publik akuntabel menggunakan IFRS ini, laporan keuangan tidak akan digambarkan sebagai sesuai dengan IFRS untuk UKM-bahkan jika hukum atau peraturan yang yurisdiksi izin atau membutuhkan ini IFRS untuk digunakan oleh publik akuntabel entitas.
Sebuah perusahaan anak yang perusahaan induknya menggunakan IFRSs penuh, atau yang merupakan bagian dari kelompok konsolidasi yang menggunakan IFRSs penuh, tidak dilarang menggunakan IFRS dalam perusahaan memiliki keuangan laporan jika anak dengan sendirinya tidak memiliki akuntabilitas publik. B.IFRS for SMEs
1.Pengukuran.
IFRS for SMEs memiliki dua metode pengukuran atau measurement yang tercantum pada IFRS No.2 paragarf 34, sebagai berikut ;
“2. 34 Two common measurement bases are historical cost and fair value:
(a) For assets, historical cost is the amount of cash or cash equivalents paid or the fair value of the consideration given to acquire the asset at the time of its acquisition. For liabilities, historical cost is the amount of proceeds of cash or cash equivalents received or the fair value of non-cash assets received in exchange for the obligation at the time the obligation is incurred, or in some circumstances (for example, income tax) the amounts of cash or cash equivalents expected to be paid to settle the liability in the normal course of business. Amortised historical cost is the historical cost of an asset or liability plus or minus that portion of its historical cost previously recognised as expense or income.
(b) Fair value is the amount for which an asset could be exchanged, or a liability settled, between knowledgeable, willing parties in an arm’s length transaction.”

2.Pajak Penghasilan dan pengungkapannya
IFRS for SMEs No.29 menyatakan bahwa lingkup untuk pajak penghasilan adalah;
“29.1 pajak penghasilan mencakup semua pajak dalam negeri dan luar negeri yang berdasarkan laba kena pajak. pajak penghasilan juga termasuk pajak, seperti pemotongan pajak, yang harus dibayar oleh anak perusahaan, asosiasi atau joint venture pada distribusi bagi entitas pelaporan”

Pengungkapan atas pajak harus dilakukan oleh entitas sehingga memungkinkan pengguna laporan keuangan untuk mengevaluasi sifat dan dampak keuangan dari pajak kini dan tangguhan konsekuensi transaksi diakui dan acara lainnya. Ketentuan pengungkapan dalam IFRS for SMEs No. 29 paragraf 31, adalah sebagai berikut;

“29,31 entitas harus mengungkapkan secara terpisah komponen utama dari beban pajak (penghasilan). Komponen tersebut dari beban pajak (penghasilan) mungkin termasuk:
(A) beban pajak kini (penghasilan).
(B) penyesuaian yang diakui pada periode pajak kini periode sebelumnya.
(C) jumlah beban pajak tangguhan (penghasilan) yang berkaitan dengan originasi dan pembalikan dari beda.
(D) Beban pajak tangguhan (penghasilan) sehubungan dengan perubahan pajak
tarif atau pengenaan pajak baru.
(E) pengaruhnya terhadap beban pajak tangguhan yang timbul dari perubahan dalam pengaruh hasil yang mungkin dari tinjauan oleh otoritas pajak (lihat ayat 29,24).
(F) penyesuaian untuk beban pajak tangguhan yang timbul dari perubahan status pajak perusahaan tersebut atau para pemegang saham.
(G) perubahan dalam penyisihan penilaian (lihat ayat 29,21 dan 29,22).
(H) jumlah beban pajak sehubungan dengan perubahan kebijakan akuntansi dan
kesalahan (lihat Pasal 10 Kebijakan Akuntansi, Perkiraan dan Kesalahan).”

A.ARTIKEL
1.Artikel IFRS for SMEs

ACCOUNTING ADVISORY SERVICES Accounting Advisory News Switzerland ADVISORY Issue 2 – September 2009 In July 2009
One of the longest and most controversial projects of the IASB culminated with the release of the standard IFRS for Small and Medium-sized Entities (IFRS for SMEs). More than 8 years have passed since the issue was added to the IASB’s project agenda. During this time fundamental changes were considered in relation to the basic concept of the standard and individual accounting rules. The first draft of the standard was based on cost-benefit considerations for SMEs and provided a slimmed-down version of full IFRSs with simplification to recognition, measurement and disclosure requirements of full IFRSs. The final standard issued by the IASB, however, presents itself as a self-contained standard for SMEs that contains, to some extent, extensive recognition and measurement simplifications.
In Switzerland, the accounting standard IFRS for SMEs competes with the generally accepted accounting principles of Swiss GAAP FER, which are also based on the true and fair view principle.
According to the current draft of the new Swiss accounting law, consoli-dated financial statements will need to be prepared under generally accepted accounting principles. A directive of the Swiss Federal Council will set out which standards are likely to be accepted as generally accepted accounting principles which is likely to include Swiss GAAP FER, IFRS, US GAAP and, potentially, IFRS for SMEs.
Hence, a group of entities that has neither equity nor debt instruments listed on a public market and is neither a bank nor an insurance company, theoretically has the choice between four different accounting principles. However, full IFRSs and US GAAP are not likely to constitute a sensible alternative for SMEs given their complexity. In this newsletter, we explain to you the significant simplifications of the SME standard and highlight the major differences to Swiss GAAP FER.
IFRS for SMEs- a Standard for Switzerland ?
Structure and content
The final IFRS for SMEs is a stand-alone document, without connections to full IFRSs (except for the reference to IAS 39), which has been developed on the basis of the full IFRSs and its framework. The cross-references to full IFRSs (e.g. for details on applying more complex accounting options or as a source of guidance when the IFRS for SMEs does not address an accounting issue directly) that had been proposed in the exposure draft to this standard were eliminated in the final standard.
Example: The IFRS for SMEs does not include any guidance regarding the derecog-nition of goodwill that has been allocated to a cash-generating unit when an entity disposes of an operation within that unit. Hence, entities that apply the SME standard have the choice of applying IAS 36 (in particular paragraph 86) by analogy or to develop an independent accounting policy.
The IASB plans to update the IFRS for SMEs approximately every three years, however urgent matters may need to be considered earlier than in the normal three-year cycle. With this provision, the SME standard remains fairly flexible but is still not considered for amendment as often as full IFRSs. New IFRSs, issued by the IASB since the SME standard was last revised do not automatically apply to the IFRS for SMEs.
The IFRS for SMEs is organised by topics, with each topic presented in a separate section. Section 1-10 are general in nature and include the scope of the standard (section 1), the relevant excerpts from the framework and the basic recognition and measurement principles (section 2), which now form part of the mandatory accounting standard – unlike full IFRSs.
Sections 11-29 contain topics related to individual balance sheet items and transactions, that have been more or less derived from the corresponding IFRSs. A derivation table in the back of the standard identifies the IASs/IFRSs from which the principles in each section of the IFRS for SMEs were derived.
Sections 30-34 include special topics that are not related to single balance sheet items or transactions, such as Foreign Currency Translation, Hyper-inflation and Special Activities (i.e. Agriculture and Exploration of Mineral Resources).
Section 35 sets out the requirements for first-time adoption of the SME standard. The requirements apply regardless of whether the transition is from full IFRSs or from another set of accounting principles such as the Swiss Code of Obligations or Swiss GAAP FER.
The standard is supplemented by the Basis for Conclusions, Illustrative Financial Statements and a Disclosure Checklist that are not mandatory.
Accounting options
While the exposure draft granted all accounting options available under full IFRSs to SMEs, the final standard only includes the simpler option for SMEs. The cross-references to full IFRSs that allowed SMEs to apply the more complex options included in full IFRSs, were eliminated in the final standard in order to allow a stand-alone IFRS for SMEs standard. Hence, in contrast to the original intention of the IASB, the final standard includes considerably less accounting options than full IFRSs.
Example: The exposure draft of the SME standard allowed the subsequent measurement of property, plant and equipment either at cost less any accumulated depreciation and impair-ment losses or at fair value. While the first (simpler) option was explicitly set out in the exposure draft, SMEs would have had the option to apply the more complex option via a cross-reference to full IFRSs (IAS 16.31 ff.).
Further significant accounting options in full IFRSs that are not available for SMEs, include the following:
 Recognition of actuarial gains and losses from defined benefit plans in line with the corridor method (IAS 19.92) or by adopting any systematic method that results in faster recognition (IAS 19.93),
 Proportionate consolidation for investments in jointly‐controlled entities (IAS 31.30 ff.),
 Subsequent measurement of intangible assets at fair value (IAS 38.75 ff.),
 Deducting government grants from the carrying amount of the corresponding asset (IAS 20.24),
 Subsequent measurement of investment properties at cost less any accumulated depreciation and impairment losses (IAS 40.30).

In contrast, SMEs still have the option to prepare the cash flow statement by using either the direct or indirect method.
Further, the SME standard provides the following additional accounting options:
 Financial instruments can be accounted for by either applying the requirements of sections 11 and 12 of the IFRS for SMEs or by applying the recognition and measurement requirements of IAS 39,
 Investments in associates and jointly controlled entities can be accounted for in the consolidated financial statements at cost, at fair value through profit or loss or by applying the equity method.

Significant simplifications
The final IFRS for SMEs contains several recognition and measurement simplifications compared to full IFRSs and to the exposure draft.
Financial instruments
The most far going separation from full IFRSs becomes obvious in the financial instruments section. In this section, an independent approach has been developed, which was also used as a starting point for the discussions around the revision of accounting for financial instruments in full IFRSs.
In contrast to full IFRSs, there are only two instead of four categories of financial instruments: (1) basic financial instruments and (2) other financial instruments.
Basic financial instruments comprise, for example, debt instruments at fixed or variable rates with common terms, bank deposits, trade receivables and payables, bills and others. These financial instruments shall be measured at amortised cost using the effective interest method less any impairment losses.
Basic financial instruments also com-prise investments in non-convertible preference shares and non-puttable ordinary and preference shares. These financial instruments shall be measured at fair value with changes in fair value recognised in profit or loss, if the shares are publicly traded or their fair value can otherwise be measured reliably. All other such investments shall be measured at cost less impairment.
Other financial instruments, including all derivatives, that are not part of a hedge relationship, shall be measured at fair value with changes in fair value to be recognised in profit or loss.
Comparison to Swiss GAAP FER: Under Swiss GAAP FER, only securities as part of the current assets for which a fair value exists and derivatives that are not part of a hedge relationship, shall be measured at fair values. Hence, more financial instruments tend to be measured at fair values under IFRS for SMEs than under Swiss GAAP FER. The future will show whether this will lead to significant divergence in practice as most SMEs are likely to have only basic financial instruments.
The complex requirements for embedded derivatives set out in IAS 39 have not been transferred to the IFRS for SMEs. As per IFRS for SMEs financial instruments with embedded derivates (such as convertible bonds) are classified as other financial instruments and hence measured in their entirety at fair value.
Contracts to buy or sell non-financial items that include risks that are not in accordance with the entity’s expected purchase, sale or usage requirements are also classified as other financial instruments and measured in their entirety at fair value. Hence, the separation of the embedded derivative is not necessary.
Comparison to Swiss GAAP FER: Swiss GAAP FER does not set out detailed requirements for embedded derivatives, which probably shows that the issue is not as relevant for the users of Swiss GAAP FER.
In general, Swiss GAAP FER requires the recognition of a derivative as soon as it constitutes an asset or a liability. Embedded derivatives are treated together with the basic instrument, with separation as an allowed alternative. Components of non-financial contracts that are in accordance with the entity’s expected purchase, sale or usage requirements are not likely to fulfil the definition of an asset or a liability and hence would not be separable. Thus, there are no significant differences between the SME standard and Swiss GAAP FER.
In addition, the requirements for hedge accounting have been simplified but are still relatively complex. The SME standard still requires relevant docu-mentation and prospective effective-ness testing of the hedge relationship. Only retrospective effectiveness testing of the hedge relationship is not required as the termination of the hedge relationship is accounted for prospectively – unlike IAS 39.

Topics without major simplifications
The following accounting topics, which are considered to be complex in practice, are consistent with full IFRSs without major simplifications for SMEs:

 Leases,
 Revenue recognition,
 Share-based payments,
 Income taxes and
 Business combinations.

While the guidance on income taxes in the IFRS for SMEs anticipates future changes to full IFRSs, such as the definition of the tax base and the accounting for uncertain tax positions, the requirements for business combinations are not based on the current IFRS 3 (2008) but on the previous version issued in 2004.
Comparison to Swiss GAAP FER: Accounting for leases as lessees is comparable with IFRS. However, accounting for leases as lessors is not specified in Swiss GAAP FER.
There is only one general require-ment in the framework regarding revenue recognition, however, the results are likely to be comparable to the SME standard. As accounting for share-based payments is not set out under Swiss GAAP FER, recognition as an expense is not inevitable. The concept of accounting for deferred taxes is comparable to the IFRS for SMEs, but there are significant differences in relation to the detailed requirements. Under Swiss GAAP FER, the temporary differences concept is not followed as strictly as under the SME stan-dard. For example, deferred taxes are not recognised for temporary differences of income and expenses that do not affect the results (such as translation differences that have been recognised in equity). Accounting for business combinations is generally comparable with the SME standard but the requirements are significantly less detailed.
Disclosures
The final SME standard still requires detailed disclosures in some areas, although the overall quantity of disclosures has been significantly reduced compared to full IFRSs.
For example, the disclosure of a tax rate reconciliation is not required for SMEs. However, disclosures are required in relation to the significant differences in tax amounts presented in the statement of comprehensive income and amounts reported to tax authorities.
Comparison to Swiss GAAP FER: Overall, the disclosure requirements under Swiss GAAP FER are signifi-cantly less than under the IFRS for SMEs. The disclosure requirements in relation to defined benefit obliga-tions under Swiss GAAP FER are similar to IFRS for SMEs. The disclo-sures required for transactions with related parties are also comparable. However, Swiss GAAP FER does not require the disclosure of key manage-ment personnel compensation.
First-time adoption
IFRS for SMEs should be applied retro-spectively when adopted for the first time, i.e. recognition and measurement of all assets and liabilities as if the standard would have been applied in the past. However, the standard grants several exemptions from the retro-spective application requirement – some of them are mandatory and others are optional.
An entities’ first financial statements prepared under the IFRS for SMEs would require the disclosure of comparative information in respect of the previous comparable period for all statements.
Further, the first financial statements under the IFRS for SMEs require the disclosure of a reconciliation of the entity’s equity and profit or loss determined in accordance with its previous financial reporting framework to its equity determined in accordance with the SME standard.
Comparison to Swiss GAAP FER: Swiss GAAP FER requires only the disclosure of an opening balance sheet upon first time adoption for the current reporting period (closing balance at the end of the previous financial year).The retrospective application of the standard is not explicitly set out in Swiss GAAP FER. Hence, there are no exemptions from the retrospective application comparable to the ones included in the SME standard.
Adoption in Switzerland
The comparison between IFRS for SMEs and Swiss GAAP FER shows that, despite the sometimes significant simplifications to full IFRSs, the requirements of the SME standard are more detailed than Swiss GAAP FER. Further, due to the significant larger quantity of disclosures under IFRS for SMEs, the compilation of financial statements under the SME standard is likely to take more time and effort. However, the accuracy of this state-ment will depend on the individual circumstances.
However, Swiss GAAP FER often does not set out any, or only general, requirements for certain important accounting areas. In addition, the frequency of changes to the standards is likely to be higher under IFRS for SMEs than under Swiss GAAP FER due to the planned regular revisions of the SME standard. This might require costly changes to the current accounting processes and systems.
On the other hand, Swiss GAAP FER users are in practice often required to develop and consistently apply their individual accounting policies in accounting areas with no or only general requirements, if applicable to the company. This might involve substantial costs and coordination effort especially for multinational groups of companies with a certain size.
In addition, the comparability of Swiss GAAP FER financial statements might be limited from the point of view of users of financial statements, due to the necessity to develop individual accounting policies in accounting areas with no or only general requirements. Financial statements under IFRS for SMEs might potentially be more comparable than under Swiss GAAP FER resulting from the more detailed requirements of the SME standard. This is also the case in relation to financial statements under full IFRSs given the fewer accounting options included in the IFRS for SMEs.
A disadvantage of the IFRS for SMEs is that the scope of application is considerably more restricted. Swiss GAAP FER can be applied by all entities that are not listed on the Main Standard of the SIX (and hence are required to apply full IFRSs or US GAAP anyway). However, entities that are listed in the Domestic Standard of the SIX or whose debt instruments are traded in a public market, are not allowed to apply the SME standard. Even a change of the SIX’s listing rules would not change the applicability of the SME standard to entities whose debt and equity instruments are traded in public market, as it was the IASB’s intention that financial statements of these entities shall not be described as conforming to the IFRS for SMEs.
The individual circumstances of Swiss entities and the international acceptance of the SME standard will determine whether Swiss entities will be prepared to accept the higher costs and time effort to prepare financial statements under the IFRS for SMEs. In this regard, one of the key consider-ations is likely to be the endorsement of the SME standard by the EU, which is still pending.

SE NO.11/37/DKBU/2009 TANGGAL 31 DESEMBER 2009 TENTANG PENETAPAN
PENGGUNAAN STANDAR AKUNTANSI KEUANGAN BAGI BANK PERKREDITAN RAKYAT
1. Apa latar belakang penerbitan Surat Edaran (SE) ini?
Standar Akuntansi Keuangan yang berlaku bagi BPR selama ini adalah PSAK 31 tentang Akuntansi Perbankan (PSAK 31) yang berlaku bagi seluruh perbankan. Dengan diberlakukannya PSAK 50 Instrumen Keuangan: Penyajian dan Pengungkapan (PSAK 50) dan PSAK 55 Instrumen Keuangan: Pengakuan dan Pengukuran (PSAK 55), yang menggantikan PSAK 31, maka standar akuntansi bagi perbankan mengacu pada PSAK yang berlaku. Namun demikian, penerapan PSAK 50 dan PSAK 55 bagi BPR dipandang tidak sesuai bagi BPR dan memerlukan biaya yang besar dibandingkan dengan manfaat yang diperoleh. Sehubungan dengan itu maka BPR memerlukan standar akuntansi keuangan yang sesuai. SE ini diterbitkan sebagai penetapan penggunaan Standar Akuntansi Keuangan Entitas Tanpa Akuntabilitas Publik (SAK ETAP) sebagai standar akuntansi keuangan bagi Bank Perkreditan Rakyat yang melakukan kegiatan usaha berbasis konvensional.
2. Apa pokok-pokok pengaturan dalam SE ini?
Pokok pengaturan dalam SE ini adalah pemberlakuan SAK ETAP sebagai standar akuntansi
keuangan bagi BPR.
3. Mengapa BPR sebagai bank menggunakan SAK ETAP?
Mempertimbangkan bahwa penerapan PSAK 50 dan PSAK 55 bagi BPR dipandang tidak sesuai dengan karakteristik operasional BPR dan memerlukan biaya yang besar dibandingkan dengan manfaat yang diperoleh maka BPR memerlukan standar akuntansi keuangan yang sesuai. Standar akuntansi keuangan yang ditetapkan adalah SAK ETAP. Hal ini juga sesuai dengan pernyataan DSAK-IAI dalam SAK ETAP bahwa SAK ETAP dapat diberlakukan bagi entitas yang memiliki akuntabilitas publik signifikan, sepanjang otoritas berwenang mengatur penggunaan SAK ETAP dimaksud. Entitas yang memiliki akuntabilitas publik signifikan adalah entitas yang menguasai asset dalam kapasitas sebagai fidusia untuk sekelompok besar masyarakat, contohnya bank.
4. Kapan SE ini berlaku?
SE ini berlaku sejak tanggal 1 Januari 2010.


B.ISI
1.Perbedaan SAK Umum & SAK ETAP
Indonesia memberlakukan SAK ETAP bagi UKM dan entitas tanpa akuntan publik sebagai pengganti PSAK 50 dan PSAK 55(bagi BPR) sejak 1 Januari 2010. Ada beberapa perbedaan antara SAK umum dengan SAK ETAP ini. Perbedaan ini menybabkan kendala dalam penerapan SAK ETAP . Jika pada SAK ETAP pajak tangguhan tidak diakui maka, pada SAK Umum pajak tangguhan diakui.Meskipun begitu, telah ada beberapa entitas khususnya BPR yang telah menerapkan SAK ETAP ini, salah satunya adalah Bank Perkreditan Artha Graha.
Penerapan SAK ETAP akan membantu UKM utuk menyajikan Laporan Keuangan lebih baik dan dengan biaya yang lebih sedikit.



2.Perbedaan pengukuran dan pengungkapan IFRS for SMEs dengan ETAP
Switzerland atau Swiss terkenal sebagai salah satu Negara “Surga Pajak” karena pajak yang ditetapkan hamper mendekati 0%(nol persen) bagi investor asing tapi, itu dulu sebelum akhirnya Negara- Negara lain melakukan protes atas peraturan pajak pemerintah Swiss yang dikhawatirkan akan membuat Swiss menjadi Negara “pencuci uang”.
Swiss menerapkan IFRS secara perlahan dan melakukan harmonisasi dengan GAAP FER. Ketika IFRS for SMEs muncul, terdapat beberapa kendala diantaranya mengenai perpajakan. Swiss dan beberapa Negara lain mengalami kendala ketika akan menerapakan IFRS for SMEs, metode pengukuran IFRS yang tersedia adalah Historical Cost dan Fair Value. Metode ini memberikan kontrovesi, beberapa penelitian di Amerika Serikat menunjukkan bahwa investor lebih mempercayai Laporan Keuangan yang disusun dengan metode pengukuran Historical Cost dibandingkan dengan Fair Value. Current Market Value atau nilai sekarang telah merubah nilai kos yang akan ditandingkan dengan penjualan, penurunan ekuitas dan aliran kas masuk agar dapat mengukur pendapatan, laba, dan untung. Pada saat kos diukur dengan metode fair value akan tercipta nilai yang baru sehingga akan merubah besarnya nilai pendapatan, laba, dan untung (menurut IAI semua unsur tersebut merupakan satu kesatuan yaitu pengasilan).
Ketika nilai penghasilan berubah akan muncul indikasi bahwa perubahan nilai tersebut diikuti pula dengan perubahan nilai dari komponen kos. Jika perusahaan menggunakan nilai sekarang dalam mengukur seluruh asset tetapnya, maka akan timbul nilai kos depresiasi yang baru. Nilai tersebut akan mempengaruhi jumlah kos yang akan ditandingkan dengan penjualan sehingga laba perushaan - pun akan berubah dan besaran pajak yang harus dibayar oleh entitas berubah pula terlebih jika harga pasar dari asset tetap berfluktuasi dan atau mengalami penurunan yang drastis. Hal ini tentu aka merugikan entitas karena jumlah pajak yang akan dibayarkan akan menjadi lebih besar.
SAK ETAP memiliki metode pengukuran yang sama dengan SAK Umum sehingga entitas ridak perlu melakukan revaluasi untuk semua nilai asset yang tercatat. Namun pengungkapan atas pajak tangguhan dari UKM tidak dicantumkan secara rinci dalam SAK ETAP dan hal ini berbanding terbalik dengan IFRS for SMEs. PAjak tangguhan dalam IFRS tetap diungkapkan dengan tujuan pengguna laporan dapat memperkirakan bessarnya pajak yang akan dibayar pada periode mendatang dan diatur dalam IFRS for SMEs No.29 paragaraf 31.

3.Tingkat kepraktisan penggunaan IFRS for SMEs dan SAK ETAP
Penerapan akuntansi dan pemilihan kebijakannya didasarkan pada tingkat kepraktisan penggunaannya serta keselarasan dengan tujuan Negara. SAK ETAP tentu akan digunakan secara menyeluruh oleh entitas dari Negara tersebut, berbeda dengan IFRS untuk UKM yang menyediakan penerapan secara menyeluruh atau tidak secara menyeluruh.
Pada tahun 2009, muncul wacana bahwa IASB memiliki rencana untuk memperbaharui IFRS untuk UKM dengan frekuensi tiga tahun sekali. IASB dan rencananya ini menimbulkan banyak pertanyaan, terlebih sebelumnya muncul banyak kontroversi dari metode pengukuran yang terrcantum dalam IFRS.
Bagi UKM Indonesia yang baru akan menerpakan SAK ETAP pada 01 Januari 2011, penerapan IFRS dirasa telalu cepat dan akan menyedot baanyak biaya, meskipun penerapan SAK ETAP akan membantu entitas dalam penyediaan modal dan perluasan usaha. Namun, hal ini tidak menutup kemungkinan pilihan bagi UKM untuk menggunakan IFRS sebagai pengganti SAK ETAP. Harmonisasi antara keduanya telah dilakukan dan bahkan SAK ETAP melakukan adopsi IFRS untuk standar atas klasifikasi asset sewa dan biayanya.
Jika IASB dengan rencananya memperbarui IFRS setiap tiga tahun sekali maka, perlu dikaji ulang pilihan menggunakan IFRS sebagai standar untuk UKM. Perubahan dalam IFRS adalah perubahan yang akan menimbulkan dampak biaya yang material dan sebanding dengan manfaatnya atau tidak serta tingkat kepraktisan penerapan standar yang baru dan dipilih yang tidak menimbulkan kompleksitas dan lebih sederhana.


BAB IV
KESIMPULAN

A.Penerapan SAK ETAP
Indonesia, Negara dengan struktur pelaku ekonomi yang didominasi oleh pebisnis skala UKM dan perdaganagan di sector riil memiliki persoalan yang harus segera diselesaikan yaitu dimana sebagian besar UKM membutuhkan pendanaan dengan jumlah yang besar dan terkendala dengan persyaratan perbankan yang mengharuskan adanya laporan keuangan sesuai dengan PSAK. Hal ini membuat bervariasinya laporan keuangan UKM dan bahkanUKM tidak menyajikan laporan keuangan dalam mengajukan pinjaman kepada bank. Standar tentang pelaporan keuangan UKM yang belum tersedia merupakan sebuah kendala yang harus segera diselesaikan. Hal ini memacu IAI membuat standar untuk entitas tanpa akuntan public dan Bank Indonesia segera mengeluarkan Surat Edaran untuk memberlakukan SAK ETAP yang merupakan sebuah bentuk penyederhanaan dari SAK Umum.
Penerapan SAK ETAP ini tentu akan menyita sumber daya yang dimiliki oleh entitas. Namun jika prinsip biaya yang ditandingkan dengan manfaat dimasa depan atas pengguaan SAK ETAP ini maka, entitas akan memperoleh manfaat yang lebih besar karena akan lebih mudah mendapatkan pendanan guna memperluas usahanya, disamping itu biaya yag dikeluarkan akan lebih kecil jika dibandingkan dengan penerapan SAK Umum oleh entitas.

B.IFRS for SMEs sebagai Pengganti SAK ETAP
IFRS untuk UKM akan membantu UKM mendapatkan pendanaan dari pihak bank, investor local bahkan inbestor asing. Standar yang berlaku internasional ini juga akan membantu UKM untuk memperluas lingkup usahanya hingga kancah internasional.
IFRS memiliki kendala dan kontroversi ketika akan ditetapkan dibeberapa Negara juga Indonesia, kendala tersebut diantaranya;
1.Penggunaan IFRS secara menyeluruh dan tidak secara menyeluruh akan membuat laporan keuangan menjadi tidak standar;
2.Penggunaan metode pengukuran nilai sekarang masih mengundang kontroversi di berbagai negara yang telah lebih dulu menerapkan IFRS;
3.Pengukuran nilai sekarang membuat jumlah pajak yang harus dibayarkan entitas akan berubah; dan
4.Mengingat IASB mempunyai rencana untuk memperbarui IFRS untuk UKM setiap tiga tahun maka, perlu pengkajian ulang atas penerapannya karena jika ada perubahan yang medasar atas IFRS apakah akan membawa dampak biaya yang material dan menurunkan nilai manfaat yang dipengaruhi juga oleh tingkat kepraktisan penerapan standar.

Indonesia yang baru saja memberlakukan SAK ETAP pada 01 Januari 2010 sebelumnya telah melakukan harmonisasi dengan IFRS for SMEs dalam beberapa hal sehingga harmonisasi selanjutnya perlu dipercepat, diperkuat, dan lebih diselaraskan dengan tujuan Negara dan tujuan pelaporan keuangan.sehingga tidak menimbulkan komlpekstisitas.
Pada akhirnya, UKM akan memiliki kesempatana yang cukup luas untuk mengembangkan usahanya, memiliki hubungan kerjasama dengan pihak asing dan memperluas usaha hingga luar negeri.
